The Tähetorni–Harku section and Harku grade-separated junction project involves upgrading nearly 3 km of the Tallinn–Paldiski highway to a 2+2 highway. The existing at-grade Harku junction will be replaced with a grade-separated interchange, where the Paldiski highway ramps connect to turbo roundabouts on the Juuliku–Tabasalu road. The new solution separates major traffic flows and creates a safer and more integrated road network.
The extensive project includes 3 viaducts and 6 pedestrian and cyclist tunnels, as well as new and reconstructed roads, pedestrian and cycle paths. The design also includes more than 2 km of noise barriers, new bus stops and extensive landscaping.
The landscape design incorporates multi-layered vegetation, meadow areas and nature-based stormwater solutions to better integrate the large-scale road infrastructure into its surroundings and enhance biodiversity.
