The aim of the project was to integrate the solutions of previously prepared designs and to solve the whole section at the technical project level in a way that ensures seamless road traffic, while taking into account the proximity of the city of Keila and the traffic intensity caused by the proximity of the city of Keila.

As the decisions taken earlier had resulted in two functionally completely different corridors (the transit corridor towards Paldiski and the Tallinn-Keila commute corridor), a solution that would create a shared road for them was required, which was quite difficult.

In addition, the project included the design of stormwater, water, and waste water pipelines, communication cables and pipelines, lighting, and two new bridges over the Keila River.

Construction was completed in 2015.
