The aim of the project was to improve road safety on km 34.0–38.0 of National Road 11 (E265), the Tallinn Ring Road, and to design a new 1+1 road for the Keila Southern Bypass between the Tallinn Ring Road and National Road 11371 Keila–Ohtu.
The project included the design of 2 major interchanges, 4.85 km of 2+2 highway and 2.05 km of 1+1 highway, as well as adjacent and intersecting local roads, collector roads, and pedestrian and cycle paths. A total of 13 structures — including bridges, ecoducts, tunnels and other structures — were designed, with a combined length of 637.74 metres
