The Võiste pedestrian and cyclist tunnel is an important step towards improving safety for the local community, particularly for children. Võiste is crossed by National Road 4 (E67) Tallinn–Pärnu–Ikla (Via Baltica), where traffic volumes have been increasing year by year. Speeding was also an issue on this section despite the 70 km/h speed limit, making crossing the road particularly hazardous. Võiste and most of Tahkuranna village are located on one side of the highway, while Tahkuranna Kindergarten and Primary School are on the other, creating a particular safety risk for pupils who previously had to cross the busy highway.

The tunnel location was carefully selected to follow pedestrians’ natural route, encouraging people to use the tunnel rather than continue using the familiar but unsafe crossing. Within the tunnel, pedestrians and cyclists are separated by road markings, improving both safety and ease of use.

The tunnel design stands out for its user-centred approach, functionality and architectural quality.
